Brooke, ultimately was a horrible human. She killed Clare by wrecking the boat and they both went into the water. Brooke held her underwater to kill her. Then her dad helped her cover it up. Oh and Brooke had her father plant the evidence to get Clare's father fired.
Jenna, Felix, and Dylan were the ones harrassing Brooke. Brooke had lied that she wasn't on the boat when Clare died, she thought Jenna was passed out, but she was aware enough to know that Brooke was on the boat. Dylan and Felix were in the Bronco chasing the girls. Jenna was live live streaming everything in the Subaru, including the confession and the crash.
The book ends with Brooke being arrested and her father denying everything.
