Ciara orchestrated meeting Oliver because she found out that Oliver was one of the boys involved in the murder of a ten-year-old boy. The other boy convicted of the murder was Shane, Ciara's brother.
The day that Oliver died, he had taken one of his prescribed roofies to help him sleep. Ciara was there, watching Oliver stumble around. He confessed he was the evil child behind the murder, not Shane. Even though Shane was thought to be the mastermind behind it and was punished as such.
Ciara turned on the water and let Oliver drown. And she got away with it.
