Ursa was the daughter of a woman who was murdered while trying to protect her from evil men.  A friend of the evil men spotted Ursa when Gabe and Jo stopped with her at a roadside joint. They came that night looking for Ursa. They shot both Ursa and Jo. 

Ursa and Jo lived and Jo ended up becoming Ursa's foster mom.
